Try looking at a map or atlas of England. Many English place-names are also surnames. Does she want a name that means anything in particular? Or something from a specific part of England? Something Royal? (Royal surnames = Windsor, Mountbatten, Bowes-Lyon, Linley).

Aslo, consider using scottish names - we're not all "MacSomething", you know ;-) Bucannon, Murchison, Argyll (can be used as both, just like my first name)

Also, welsh might be an idea: Lynned ab Penfro, for example would be Lynned from Pembroke in english. Hope i could help.
